The idea of "safe people" comes to mind. What if the Government outlawed Suicide Bombs? The death penalty should frighten them enough to end such a dangerous activity.

sounds like some of the tricks we played on the VC. allowing them to steal our high quality frag grenades which were much better than the CHICOM ones

we replaced the 4 second fuses with 0 second ones :)

bad for VC morale...

Forgive my skepticism (and pardon my schadenfreude), but how do they know this happened? Even if there were survivors, would any of them have tipped off the Afghan Interior Ministry?
